Many abillities weren't in the anime yet, and some still are.

he's only genin and also doesn't do too much in the series. for a character to have more than one version in the game, he needs to play a bigger role in the plot. Also, he's weak...

Even if he's weak, take into account that he'd be good for item finding, not just raw damage like other jonins/kages. Also that he's the best character in the serie, as well as Udon's teammate.

Very nice and clear image, however, i don't support a ninja with that kind of gain. There was one in the first game, and he was actually stronger than Godlike orochimaru later.

All those growth are based on comparison to a level 35 of another ninja, usually the strongest.
